Environmental and Socio-Economic Development Strategy of Depressed Regions. Case of Kazakhstan
Abstract
Strategic priorities for the development of regions are one of the elements of the economic policy of Kazakhstan. The appearance of depressed regions is often associated with an incorrect choice of a system of economic development priorities. In this research work, the authors present the factors of depressiveness of the regions due to the decrease in the competitiveness of the main industrial products, the reduction in the level of investment demand, the depletion of the mineral resource base or the implementation of structural changes in the economy, etc. A stable socio-economic economy of the region requires increasing the efficiency of resource use, encouraging the development of innovations, introducing regional mechanisms and tools for the sustainable development of territorial subjects. It is necessary to develop conceptual approaches to increase the interest of the subjects of the regions in the implementation of environmentally significant measures of the system, based on the stimulation of innovation. Measures are needed to solve the key problems of choosing the most effective incentive measures for a particular region, in conjunction with its features of socio-economic development, natural and climatic conditions, the state of the environment, etc.
